The panel 12, particularly for forming a surface to enable a motor vehicle to traverse railway lines or the like, comprises integral connection elements to enable adjacent panels to be connected. The panel preferably has complementary male 50 and female 52 connectors at opposite ends which may be arranged so that the female connector can engage with a male connector by being lowered on to it. The connection element may comprise a rod 30 which runs through each panel and a stabilising portion 56. The panel is preferably formed from rubber. Also claimed is a method of making a panel.
