Process for the manufacture of a surfactant for producing emulsions from vacuum residues generated in oil-in water refinery processes, which is characterised in that it comprises the following steps: weighting water and pouring it into a container at room temperature, then weighting the required amount of amine and adding the same to water, weighting the required amount of alcohol and adding the same to the water-amine mixture, a reactor is subsequently stir-heated at a temperature of 50 degree C for 10 minutes. For each surfactant weight unit there is required the addition of from about 15% to about 25% by weight of water, from about 25% to about 35% by weight of amine, and from about 45% to about 55% by weight of alcohol. The aforementioned process allows a surfactant to be obtained from a container.
