A network equipment having a CPU management function is provided to be cable to enable a CPU-based network equipment to allow remote access and management through a console and the network even if a system is overloaded. A critical CPU usage setting module(110) sets a critical value for a CPU usage. A CPU usage monitoring module(120) monitors whether the CPU usage is over the critical value or not. If the CPU usage of the network equipment is over the critical value, a CPU usage adjusting module(130) decreases the amount of traffics, inputted to the network equipment, to be processed. If the CPU usage of the network equipment is under the critical value, the CPU usage adjusting module increases the amount of traffics, inputted to the network equipment, to be processed. The CPU usage adjusting module processes the traffic received to the network equipment irrespective of the critical value.
