PROBLEM TO BE SOLVED: To propagate light input in an MMI waveguide, through a route as designed. SOLUTION: A waveguide layer 14 includes an MMI waveguide 20, two input optical waveguides 22, 22 connected to one end face 20a of the MMI waveguide 20, two input-end dummy waveguides 24, 24 connected to one end face across the input optical waveguides, and two output optical waveguides 26, 26 connected to the other end face 20b opposing the one end face. Between the two input optical waveguides, a first recessed groove 30 is formed. Between the input-end dummy waveguides and the input optical waveguides, a second recessed groove 32 is formed having a cubic shape congruent with the first recessed groove.
