PROBLEM TO BE SOLVED: To provide an optical waveguide which has small optical loss while acquiring stable signal quality. SOLUTION: The optical waveguide comprises a plate-like phase grating 1 comprising a first area 1a formed so that the refractive index becomes larger toward the central part in the direction of thickness X, and a 2nd area 1b which has a smaller refractive index than the first area and is formed on both main surfaces of the first area 1a with the side faces of the first area 1a exposed, and transmits the light made incident from one side face 1c of the first area 1a in the plane direction of the first area 1a, and makes the light exit from the other side face 1d of the first area 1a.
