PROBLEM TO BE SOLVED: To provide a measurement device and method for measuring a lighting voltage which is capable of accurately measuring the lighting voltage of a light emitter 3. SOLUTION: A DC voltage input from a DC power source 1 set so as to be variable in an output voltage range is converted into an AC voltage. Further, the voltage is measured when a light emitter 3 is lighted which is connected to an inverter 2 which boosts the AC voltage to a high voltage by a predetermined boosting ratio. A lighting voltage of the light emitter 3 is measured based on a value obtained by multiplying a lighting voltage measured when the lighting of the light emitter 3 is detected with a detecting means by the boosting ratio of the inverter 2.
