PROBLEM TO BE SOLVED: To provide technique to determine a characteristic which is desirable as a common-mode filter in a whole transmission line. SOLUTION: A first substrate 10, a harness 30, and a second substrate 20 are respectively modeled by an S parameter. A common-mode electric current iL flowing between the first substrate 10 and the harness 30 is calculated based on the S parameter. Then, the S parameter of the common-mode filter is calculated, where the common-mode electric current calculated in a current calculation procedure becomes the minimum.
