PROBLEM TO BE SOLVED: To provide a process cartridge and an electrophotographic apparatus in which the toner or the external additives used for the toner are less likely to stick to the surface of an electrifying member, even in long-term repeated use, so that stable charging and image output are attained for a long period of time, even if the cartridge is used for a DC contact charging system. SOLUTION: The process cartridge and the electrophotographic apparatus includes the charging member, the surface layer of which contains polysiloxane having an oxyalkylene group and a toner which comprises dry toner particles containing a binder resin, a colorant and a wax component, and inorganic particles, wherein the toner is such that the toner particles have a circle-equivalent number average diameter D1 of 2 to 8μm, and an average circularity of 0.960 to 0.995 in an equivalent circle diameter-circularity scattergram, measured by a flow type particle image measuring device of the toner particles; the toner particles contain coarse particles, having a circular equivalent diameter that exceeds 10μm by 0.02 to 3 number%; the coarse particles have average circularity of 0.930 to 0.975; and the inorganic particles contain polysiloxane.
