A communication method between ground DMB and satellite DMB and a system thereof are provided to support the ground DMB even in an area in which only the satellite DMB is supplied and to support the satellite DMB even in an area in which only the ground DMB is supplied. A satellite transport stream(TS) packet provided in a satellite DMB base band is de-multiplexed into a pecketized elementary stream(PES) through an MPEG 2 sync layer compression technology(S201). A video ES and an audio ES are extracted from the de-multiplexed PES packet(S203). The video ES is decoded to extract an original video, and a video ES, OD, and SD stream is created by performing MPEG 4 encoding with respect to the original video(S209). The extracted audio ES is decoded to extract an original audio and an audio ES, OD, and SD stream is created by performing MPEG 4 encoding with respect to the original audio. SL packetizing is performed with respect to the video ES, audio ES, OD, and SD stream based on MPEG 4 configuration information(S217). PES packetizing is performed with respect to the video ES, audio ES, OD, and SD stream based on an MPEG2 PSI section(S221).
