摘要 <p><P>PROBLEM TO BE SOLVED: To generate encoded data in which reversible and irreversible encoded data are mixed, within a unit time while utilizing irreversible encoding throughput to a maximum by appropriately setting a threshold regarding the number of tiles. <P>SOLUTION: An image encoding apparatus includes a reversible encoding processing section 170 and an irreversible encoding processing section 180. On the basis of attribute information for each tile, the reversible encoding processing section 170 outputs either irreversible encoded data or non-encoded data from a selection section 109 to the irreversible encoding processing section 180. Each time the total amount of non-encoded data output from the selection section 109 during processing of one page exceeds a plurality of thresholds which are different from each other, a resolution converting section 113 performs processing to reduce a resolution of non-encoded data in a memory 111 and a resolution converting section 107 performs resolution conversion corresponding to how many times the total data amount exceeds the thresholds.
