PROBLEM TO BE SOLVED: To prevent information with copy restriction from remaining in a medium by repeating temporary recording or from being recorded more than the allowed number of times. SOLUTION: When copy control information allows temporary recording with preset time limit, control information for showing temporary recording is not allowed is added to record in the recording medium. Moreover, when the information with copy restriction is copied, a recording unit and the number of recording media are detected to record only in the number of media equal to or less than the allowed number.
