PROBLEM TO BE SOLVED: To prepare a change instruction drawing for clearly representing a drawing showing change positions with high accuracy in a visually easily understandable format at all times without overlapping the drawing on another drawing inconveniently. SOLUTION: A change area determining part 132 compares unrevised drawing data 111 with changed drawing data 112 to detect a change area. A change area expanding part 133 expands the change area vertically and horizontally by designated width. A bit setting part 134 sets a "1" bit at a place on a bitmap corresponding to the change area. A bit change part 135 changes "0" bits which are sandwiched between "1" bits and are not larger than a designated number to "1" bits in both an X direction and a Y direction about the entire bitmap. A corner determination part 136 uses a pattern to detect a change area corner. A drawing display control part 137 draws a change area drawing in each change area corner, superposes the drawing on the changed target drawing to be a change instruction drawing and displays the change instruction drawing on a data output part 122.
