<p><P>PROBLEM TO BE SOLVED: To shorten a time required for establishing the connection of a user who is connected anew. <P>SOLUTION: Terminals #1, #2, #3 already connected and a terminal #4 to be connected anew, for example, transmit packets 611-614 sequentially to a BS 110. The BS 110 enqueues the packets of non-new connection terminals #1, #2, #3 in a non-given priority queue, and enqueues the new connection terminal #4 in a priority queue. For example, a fixed quantity of packets from new connection is enqueued in a priority queue. At the time of dequeue, a priority is given to the packets in the priority queue. At first, the packets of the new connection terminal #4 are transmitted to the BSC 120 and then the packets of non-new connection terminals #1, #2, #3 in the non-given priority queue are transmitted to the BSC 120.
