PROBLEM TO BE SOLVED: To provide an image signal processing apparatus and an image signal processing method capable of reducing storage capacity and eliminating the necessity of a high-speed and high-performance signal processing apparatus, e.g. a high-speed and high-performance microcomputer. SOLUTION: An image memory (30) to be used by dividing non-interlace type image signals for m0 lines as a whole into (m0/m1) blocks each of which is composed of a plurality of sections in each m1 lines is prepared, and NI type image signals are stored in a corresponding section of a corresponding block in accordance with image signals of odd lines and image signals of even lines to respectively collect image signals of a plurality of odd lines and image signals of a plurality of even lines by using a storing parameter according to a frame number and a line number.
