PROBLEM TO BE SOLVED: To provide a binder capable of binding reinforcing bars to form a reinforcing bar frame by mounting a first metallic wire and a second metallic wire on a rubber band 13, connecting the first and second metallic wires mutually through the rubber band, and winding them around a crossing part where at least two reinforcing bars cross mutually to bind the first and second metallic wires mutually and preventing the binder from being broken by reducing area of a contact part of the rubber band with the reinforcing bar and preventing elongation of the rubber band from being impaired and to provide an assembly method for the reinforcing bar frame. SOLUTION: This binder is an 8-shaped one having a first ring part 13a and a second ring part 13b and constituted by providing an abutting part where they are mutually abutted in a halfway part of a ring-like elastic body. The first metallic wire is mounted on the first ring part, and the second metallic wire is mounted on the second ring part. The reinforcing bar frames are bound by arranging reinforcing bars in an intermediate form between a folded form in which the reinforcing bar frame is folded down and a useble use form as the reinforcing bar frame.
