PROBLEM TO BE SOLVED: To provide a device and a method for preventing an abrupt start of an agricultural machine or the like by a simple structure at low cost. SOLUTION: When a main clutch lever 1a capable of setting a position in an opening 11 for a substantially crank-shaped main clutch lever is set to an "OFF" position (a position of 11a at the opening for the main clutch lever), an arm 2a pulls a wire 3a. Thereafter, a main speed change lever 4 capable of setting a position in an opening 14 for a substantially crank-shaped main speed change lever is set to a "BACK/HIGH-SPEED" speed change position to allow a throttle 5a to be moved to the "LOW-SPEED" side to prevent the abrupt start such as a sudden start and a sudden reverse.
