PROBLEM TO BE SOLVED: To provide a water-in-oil emulsified cosmetic giving refreshing and light feeling and having excellent storage stability. SOLUTION: The water-in-oil emulsion cosmetic contains (A) 0.3-4.0 mass% branched polyether-modified silicone expressed by general formula (1), (B) 65.0-80.0 mass% aqueous phase component, (C) an oil phase component containing a silicone oil as≥50.0 mass% of the oil phase component and (D) sodium citrate and has viscosity of≥20,000 mPa s at 30°C.
