PROBLEM TO BE SOLVED: To provide a toilet seat cover and a toilet seat, when a person sits thereon, giving him/her no "feeling of stickiness" but a dry and comfortable sitting quality. SOLUTION: This toilet seat cover 4 detachably attached to the toilet seat 3 is provided with a surface layer 41 on its surfacemost face, an air suction/exhaust layer 42 is layered on the back side of the surface layer 41, and an adhesive layer 43 is provided between the surface layer 41/the air suction/exhaust layer 42 and the toilet seat 3. The surface layer 41 is formed with steam-permeable but liquid-phase water-impermeable micropores, and formed of a material whose contact angle with the liquid-phase water is large to provide the seat cover with moisture permeability, waterproof property and water repellency. The air suction/exhaust layer 42 is formed of chemical fiber having one part extending in the layer thickness direction and provides the seat cover with air permeability and flexibility. When the user sits thereon, the air suction/exhaust layer 42 exhausts damp air and, when the user leaves the seat, sucks fresh outside air. COPYRIGHT: (C)2007,JPO&INPIT
