PROBLEM TO BE SOLVED: To obtain a high noise reduction effect, while leaving a detailed part of an image by individually applying an appropriate noise reduction processing to a moving picture part and a still picture part. SOLUTION: The noise reduction processing apparatus includes an image input section 11 for receiving information; a region partitioning section 50 for partitioning inside of a single frame of a video signal received from the image input section 11 into a moving picture region and a still picture region; and a noise reduction processing section 13 that applies noise reduction processing on the moving picture region and the still picture region by different methods, respectively.
