<P>PROBLEM TO BE SOLVED: To form a high quality image with uniform toner concentration, while effectively preventing toner fog, toner blur, and so on. <P>SOLUTION: In the image forming apparatus, a toner supply quantity setting section recognizes a paper size based upon the result of the determination of a paper size determining section. Referring to database managed by regular paper toner supply quantity database or irregular paper toner supply quantity database, the apparatus sets a quantity of toner to be supplied based upon a toner concentration detection signal from a toner concentration detecting section. Then, a toner supply section supplies the set quantity of toner to a developing unit. Based on data relating to printing, a print data determining section determines whether there is print data not printed.
