PROBLEM TO BE SOLVED: To provide a developing device which reduces mechanical stress to a developer while forming a specific quantity of a leveled layer of the developer with a layer regulating member using a magnetic plate, extends the developer life and can prevent deterioration in image quality, and to provide an image forming apparatus. SOLUTION: In the developing device, the developer is carried and transported by a developing magnetic roll 8, the thickness of a layer of the developer is uniformized by regulating the layer by the layer regulating member 6 of which the edge is disposed close and opposite to the surface of the developing magnetic roll 8, and the developer is supplied to the surface of a latent image carrying member 10 on which an electrostatic latent image has been formed to develop the electrostatic latent image. The layer regulating member 6 is obtained by positioning a plate-like magnetic body 4 and a plate-like nonmagnetic body 2 comprising a soft elastic material on an upstream side and a downstream side, respectively, in a rotation direction of the developing magnetic roll 8 and sticking the bodies together in such a way that edges opposite to the developing magnetic roll 8 are aligned or the plate-like nonmagnetic body 2 protrudes from the plate-like magnetic body 4.
