PROBLEM TO BE SOLVED: To set an optimal line speed by detecting an error which is generated on an xDSL line, and operating bit allocation corresponding to dynamically changing error generation frequency, and to validate the setting of the line speed without operating reset or the like. SOLUTION: In this line speed changing system constituted of a station side xDSL MODEM device and a terminal side xDSL MODEM device, at least one xDSL MODEM device is provided with: a means for detecting the generation of a line error on an xDSL line; a means for calculating the generation frequency per unit time of the detected line error; a means for setting a bit allocation value to the xDSL line according to the error generation frequency; and a means for notifying the opposed xDSL MODEM device of the set bit allocation value to the xDSL line.
