PROBLEM TO BE SOLVED: To perform diagnosis related to optimum arrangement of an automatic vending machine from the viewpoint of energy saving with an index affecting energy consumption of the automatic vending machine as a parameter. SOLUTION: This optimum arrangement diagnostic device 12 has: a prediction expression creation means 21 creating a power consumption prediction expression from element data and power consumption by being inputted with the element data related to an energy-related element in the automatic vending machine during present operation and the power consumption actually measured in the automatic vending machine during the present operation; and a diagnostic means 24 calculating prediction power consumption from the power consumption prediction expression by being inputted with a numerical value that is a condition to the parameter that is the energy-related element about an installation state of the automatic vending machine substitutable for the automatic vending machine during the present operation. The prediction power consumption in the various installation states is found from the power consumption prediction expression to diagnose the optimum arrangement of the automatic vending machine.
