PROBLEM TO BE SOLVED: To provide a failure monitoring system and a failure monitoring method, capable of collecting failure information without causing increase of overhead even if failures simultaneously occur, and sequentially obtaining the occurrence of the failures. SOLUTION: Record contents of the failure information in sub-monitors 1-1 to 1-N are monitored, it is decided whether the failure information different from the failure information at preceding monitoring time is recorded or not, and a failure information collection part 23 of an integrated monitor 4 collects the failure information different from the failure information at preceding monitoring time when the failure information different from the failure information at preceding monitoring time is recorded.
