PROBLEM TO BE SOLVED: To solve the problem wherein a compost obtained by mainly treating a domestic food residue or the like usually has a reduced value and ability as a fertilizer because the compost inhibits the growth of crop or the like caused by a salt component, a cooking oil, an animal or vegetable oil highly contained in daily dish leftover food or the like and the problem that many conventional fertilizers using the amino acid are products obtained by adding and compounding a chemically synthesized amino acid or the amino acid selectively extracted and concentrated from specified foods such as seafood and which is still in a region of a compound fertilizer. SOLUTION: The compost is manufactured by using only a natural raw material such as a food residue such as fish, vegetable, fruit, daily dish and leftover and a natural waste such as wood waste and sawdust. The amino acid plant-activating liquid is manufactured at a state close to a natural by using only the natural raw material and by a Japanese traditional technique for fermenting a soy sauce. The salt component contained in the daily dish and leftover are diluted and reduced by a dialysis treatment, and the fish and the vegetable are used as the major portion of the raw material, and further the cooking oil and the animal or vegetable oil are diluted and decomposed by microorganism fermentation at composting.
