<p><P>PROBLEM TO BE SOLVED: To encode an I picture coinciding with a prescribed condition, using a parameter information. <P>SOLUTION: When a picture type for encoding is decided as being the I picture in step S1, it is decided in step S2 whether phases of macro blocks before and after encoding match. If the phases match, it is decided in step S3 whether (generation encoding quantity)≤(objective encoding quantity)×αof a picture unit at decoding is satisfied. If the condition is satisfied in step S3, it is decided in step S4 whether previous image frames or before and this encoding are the same. If the image frames are not the same, information of the picture type, motion vector and quantization value included in the parameter information are reused. If the image frames are the same, a stream data input in a decoding portion is output. When the condition is not satisfied, reuse of the parameter is not conducted.
