<p><P>PROBLEM TO BE SOLVED: To prevent a throughput deterioration in a downlink, in a variety of quality conditions of communication paths. <P>SOLUTION: In a mobile communication system to which the HSDPA scheme, a high-speed downlink transmission scheme, is applied, from a subframe of HS-DPCCH that is transmitted from a terminal 102 and received in a base station 101, CQI indicative of the quality condition of downlink communication path is extracted.
