ILLEGAL ACCESS PREVENTING DEVICE, ILLEGAL ACCESS PREVENTING METHOD, AND PROGRAM FOR ILLEGAL ACCESS PREVENTION

PROBLEM TO BE SOLVED: To provide an illegal access preventing device, a method, and a program that can shorten a temporary period wherein an illegal terminal and a legal terminal are able to communicate with each other when illegal access to a network is prevented by using an ARP request.

SOLUTION: The illegal access preventing device includes an access right judging unit 14 which judges whether a terminal making an ARP request is a legal terminal when receiving the ARP request through the network, a PAUSE frame transmitting unit 15 which transmits a PAUSE frame stopping a transmitting function of an illegal terminal 40 to at least one of the illegal terminal 40 or a legal terminal 30 for a previously set period when it is judged that the terminal making the request is the illegal terminal 40, and a false ARP answering unit 16 which transmits a false ARP answer to the ARP request to the illegal terminal 40 to disable communication with the legal terminal while the PAUSE frame is transmitted from the PAUSE frame transmitting unit 15.
