PROBLEM TO BE SOLVED: To provide an image forming apparatus that can achieve improvement in transfer efficiency, picture quality of a formed image and a small size of the image forming apparatus as well as effectively prevents a counter flow of an unused toner or contamination in the apparatus accompanying the counter flow. SOLUTION: The image forming apparatus is provided with a developing means having a casing 11 charged with a toner, a developing roller 13 disposed at an opening 12 of the casing 11 and rotating in one direction during developing, a supply roller 14 supplying the toner to the developing roller, and a lower seal 16 disposed in the lower end of the opening 12. The lower seal 16 is disposed so as to be descended and tilted from the inside of the casing 11 toward the outside during development.
