PROBLEM TO BE SOLVED: To eliminate the necessity to provide a device or the like for converting a start telegraphic message in a dedicated port for connecting/wiring a master meter or between the master meter and a centralized meter-reading apparatus when connecting the master meter having a different start telegraphic message in the centralized meter-reading apparatus of a wiring system where a plurality of water meters are connected in parallel to a pair of communication lines. SOLUTION: The centralized meter-reading apparatus 1 comprises a group 14 of ports, an input means 11, a memory 12, and an automatic start telegraphic message switching output means 13. The memory 12 stores a management table for managing an ID number, a port number of a connection destination and a meter-reading order number in association with one another for each meter. The input means 11 inputs these numbers and registers them in the management table in the memory 12. The automatic start telegraphic message switching output means 13 switches, in accordance with a registration state of the ID number in the management table, whether to create a start telegraphic message to which the ID number is not added or to which the ID number registered in the management table is added, for a port of each of the port numbers and outputs the start telegraphic message.
