摘要

PROBLEM TO BE SOLVED: To provide a part of service in a self-management mode by using a terminal for a public mode of a PHS while improving radio wave environment in an indoor area. SOLUTION: A base station 102 is installed indoors and a public communication protocol is used as a radio interface between the base station 102 and a terminal 101. In addition, a base station controller 103 which controls a plurality of the base stations 102 is installed and the additional service of the self-management mode in which control is performed between the base stations 102 subordinate to the base station controller 103 is executed by a control function in the base station controller 103.
