PROBLEM TO BE SOLVED: To provide a sanitary washing seat device provided with a multistage washing nozzle capable of surely washing a used nozzle shell and a toilet device provided with the same. SOLUTION: A sanitary washing toilet seat device is provided with: a nozzle head having an outlet; a cylinder part for storing at least a part of the nozzle head; a nozzle washing chamber for washing the nozzle head and the cylinder part; and a driving means protruding and retreating the nozzle head and the cylinder part. The cylinder part passes through the nozzle washing chamber in a state of protrusion, the driving means further retreats the nozzle head after the nozzle head and the cylinder part are linked and retreated when the nozzle head and the cylinder part are retreated from the state of protrusion.
