PROBLEM TO BE SOLVED: To provide a steering wheel capable of maintaining its shape in a normal condition and ensuring the strength and the rigidity, and allowing both upper and lower portions of the steering wheel in a collision or the like of a vehicle to mitigate a shock on the head, belly or chest of a driver. SOLUTION: Even when a load is applied to an upper portion or a lower portion of a steering rim 2, the deformation of the steering rim is suppressed if the applied load is below a predetermined value. On the other hand, if the loads are simultaneously applied to both upper and lower portions of the steering rim 2, the deformation of the steering rim 2 is permitted when the sum of the loads exceeds the predetermined value; and the steering rim 2 can be deformed if the total load is increased while the strength of both upper and lower portions is increased. Thus, upper and lower portions are deformed in a collision or the like of the vehicle while ensuring the strength of the steering rim 2 in a normal condition, and a shock on a head, a belly or a chest of a driver can be mitigated.
