摘要 <P>PROBLEM TO BE SOLVED: To provide a mobile communication system in which the number of accommodated users in a system as a whole or throughput can be increased, while regulating the use of FACH of low transmission efficiency as much as possible. <P>SOLUTION: The wireless control station includes a first data transmission control unit 64 which uses FACH and HSDPA scheme for transmitting data to a mobile station; a first channel switching unit for switching a channel from FACH to the HSDPA scheme; a second channel switching unit 65 for switching a channel from the HSDPA scheme to FACH; a power measuring unit 81 for measuring transmission power of all channels and transmission power other than the HSDPA scheme; an HSDPA allocatable power calculating unit for calculating power allocatable to the HSDPA scheme, from a maximum transmission power of a wireless base station and the transmission power other than the HSDPA scheme; and a first traffic measuring unit 73 for measuring the size of data held transmittable to a mobile station, wherein according to the calculation result of the HSDPA allocatable power calculating unit, channel switching from the HSDPA scheme to FACH is regulated. <P>COPYRIGHT: (C)2007,JPO&INPIT
