<P>PROBLEM TO BE SOLVED: To provide a means for minutely proposing aseismic performance improvement of a building by use of an opportunity of normal repair. <P>SOLUTION: The aseismic performance improvement proposal device 1 comprises an input part 2, a display part 3, a processing part 4, and a storage part 5. The input part 2 inputs building information including repair parts or drawings of the building according to a user's operation. The display part 3 displays a drawing for presenting a repair plan or the like. A repair plan drawing part 41 of the processing part 4 draws up, from the building information inputted by the input part 2, a repair plan based on data for aseismic construction method for each repair part stored in the storage part 5. An aseismic performance evaluation part 42 evaluates the aseismic performance of the building related to the repair plan drawn by the repair plan drawing part 41. A seismic disaster risk evaluation part 43 evaluates the seismic disaster risk of the building related to the repair plan. A repair cost evaluation part 44 evaluates the repair cost of the building related to the repair plan.
