PROBLEM TO BE SOLVED: To provide a plasma display panel capable of improving contrast of the screen. SOLUTION: The plasma display panel comprises a first substrate and a second substrate arranged mutually opposed to each other, an address electrode formed on the second substrate, barrier ribs which are arranged in the space between the first substrate and the second substrate and demarcate a plurality of discharge cells and non-discharge regions, a phosphor layer formed in each of discharge cells, a discharge sustaining electrode formed in the direction crossing the address electrode on the first substrate, and a dielectric layer which is formed on the second substrate and covers the address electrode.
