PROBLEM TO BE SOLVED: To secure quickly a core thermal margin, when a core coolant flow rate or a core output is fluctuated resulting from a disturbance or the like, in a nuclear power plant equipped with a natural circulation type BWR. SOLUTION: When the core coolant flow rate is decreased or increased, a core pressure is controlled properly by increasing or decreasing the opening of at least either of a steam control valve 16 of a turbine system and a turbine bypass valve 26 based on a set value of the core pressure outputted from a controller 34 by using a measured value of the core coolant flow rate or measured values of the core coolant flow rate and the core output.
