The device has a fault detecting unit that detects a special fault such as a failure of a power cut-off relay to interrupt power supply from an energy source to a starter (38). A vehicle-electronic control unit (ECU) (22) opens a contact of the power cut-off relay, and starts an internal combustion engine (2) e.g. diesel engine, by operating an electrical motor (6), when a start switch is switched into a start position. The ECU starts the engine with the help of the starter by closing the contact of the power cut-off relay, when the special fault is detected by the fault detecting unit.
