A transmitting terminal device (M1) measures a property of its own route and forms a property measuring packet (RMP) and transmits the formed property measuring packet (RMP) to relay terminal devices (M1, M2). When the relay terminal devices (M1, M2) receive the property measuring packet (RMP), they mesasure their own route properties, update route properties included in the property measuring packet (RMP) in accordance with results of their own route properties and transmit a wireless communication route properties to a transmitting terminal device (M8). Further, the transmitting terminal device (M1) forms an admission request packet (ADDTSrequest) and sends the same to the transmitting terminal device (M8). When the transmitting terminal device (M8) receives the admission request packet (ADDTSrequest), the transmitting terminal device (M8) admits or rejects a traffic QoS request depending on the wireless communication route properties and makes admission or rejection of the QoS request included in an admission reply packet (ADDTSreply) and transmits the same to the transmitting terminal device (M1).
