PROBLEM TO BE SOLVED: To restrain lacking state of video information (imaging object) to be imaged by a video imaging device in which obstruction occurs to a minimum, even when there is a condition where it is impossible for the video imaging device to image a video or record the video. SOLUTION: This system monitors through a network whether or not monitor cameras 11 to 13 connected to the network captures an image normally, and when it is detected that, for example, the monitor camera 12 goes into a state that it is unable to capture an image, this system controls pan, tilt and zoom operation regarding the other monitor cameras 11, 13 through the network, in accordance with predetermined setting change information. Thus, the image at the imaging place of the monitor camera 12, where obstruction has occurred is captured by complementing with the other monitor cameras 11, 13. COPYRIGHT: (C)2007,JPO&INPIT
