<p><P>PROBLEM TO BE SOLVED: To achieve various processing functions of observation information in various place with a small number of hardware resources. <P>SOLUTION: A terminal profile managing server 4 has a terminal profile database 41, and each terminal previously registers profile in the terminal profile database 41. An observation request origin terminal 1a inquires the terminal profile managing server 4, determines an observation request destination terminal, and transmits the observation processing request data to the observation request destination terminal 1b. The observation request destination terminal 1b, on receiving the observation processing request data, determines a sensor to be used and a program for observation, determines possibility/impossibility of the observation by referring to a sensor profile database 13 and sensor using-state database 14.
