<p><P>PROBLEM TO BE SOLVED: To enable to control hand-over regulations of a mobile communication terminal using only the information of a base station controller (RNC) based on the operator ID (PLMN-ID) of the mobile communication terminal (UE). <P>SOLUTION: A database for registering accessible areas for each operator ID (PLMN-ID) of the mobile communication terminal 200 is prepared in advance in the base station controller 10.
