<p><P>PROBLEM TO BE SOLVED: To share major parts of each of plant monitoring control programs for a plant monitoring control device for significantly reducing the manufacturing cost and time. <P>SOLUTION: Programs which are required for monitoring to control a plant are moduled to create each of input components 3a to 3n, each of operation components 4a to 4n, each of output components 5a to 5n, each of input definition files 7a to 7n, each of operation definition files 8a to 8n and each of output definition files 9a to 9n. Corresponding to the contents of monitoring control for a plant, necessary components and definition files, corresponding to the components, are selected from among each of the input components 3a to 3n, each of the operation components 4a to 4n and each of the output components 5a to 5n.
