PROBLEM TO BE SOLVED: To provide a computer virus generation decision device, method and program, capable of early deciding generation of a computer virus in an IP telephone system to prevent or suppress, to the minimum, expansion of infection damage. SOLUTION: This computer virus infection decision method, device and program decides presence/absence of computer virus infection in the IP telephone system including a plurality of telephone terminals and a call controller having an IP telephone function. At least one call control packet transmitted between the telephone terminal and the call controller is taken in, index data showing height of infection probability in each the telephone terminal are extracted on the basis of non-normality of a data form of the call control packet, and a prescribed decision condition is applied to the index data to decide the presence/absence of the infection in each the telephone terminal.
