PROBLEM TO BE SOLVED: To easily synchronize program counter values of a plurality of clusters and reduce the burden in programming software. SOLUTION: A first cluster (101a) has a first program counter control means (111) that outputs a program counter value, and a first processing element (113) that performs processing according to the program counter value outputted by the first program counter control means when a program counter master data storage means stores a program counter master data of the first cluster, and inputs a program counter value from a second cluster (101b) through a data network, and performs processing according to the inputted program counter value when the program counter master data storage means does not store the program counter master data of the first cluster.
