PROBLEM TO BE SOLVED: To provide a wireless communication system capable of preventing degradation in communication quality caused by an exposed terminal matter.

SOLUTION: A transmission standby information acquiring portion 110 measures a transmission standby information. An interference amount estimator 210 collects the transmission standby information, and estimates the amount of interference. Activity bandwidth calculator 211 calculates an activity bandwidth information in which the estimated amount of interference is taken into consideration. A call admission control unit 212 performs control of call connection, based on the activity bandwidth information in which the estimated amount of interference is taken into consideration.
