<p><P>PROBLEM TO BE SOLVED: To provide a security management system in which work efficiency for giving the same encryption key to all terminals can be increased in a plurality of environments with different security policies. <P>SOLUTION: A management terminal 1 includes a security ID defining means 22 for creating an encryption key and an installer generating means 23. The security ID defining means 22 receives the ID of a USB key to be connected to the management terminal 1 and relates the ID to the encryption key to store the ID into a security ID storing means 32 when creating the encryption key.
