PROBLEM TO BE SOLVED: To provide an inorganic insulating film forming method using a masking means that can overcome problems of a lift-off method, and an organic EL display manufacturing method using the same. SOLUTION: The organic EL display manufacturing method is used for manufacturing an organic EL display which includes a transparent electrode substrate, a transparent electrode, an insulating film, an organic EL layer, and a reflecting layer; and in which the insulating film has an opening at an intersecting part between the transparent electrode and the reflecting electrode.
