PROBLEM TO BE SOLVED: To calculate a plant efficiency of thermal power generation plant with sufficient accuracy. SOLUTION: In this plant efficiency calculating device, a boiler efficiency calculating means 11 calculates the boiler efficiency of the boiler burning a fuel by a loss method, and a turbine efficiency calculating means 12 calculates the turbine efficiency of steam turbine driven by a steam supplied from the boiler by a heat balance analysis method. And, a plant efficiency calculating means 13 calculates the plant efficiency of the thermal power generation plant by multiplying the boiler efficiency calculated by the boiler efficiency calculating means 11, and the turbine efficiency calculated by the turbine efficiency calculating means 13.
