An apparatus and a method for selectively outputting image frames are provided to optimize a topic and an area required by a user and output the topic and the area as an image having high quality. A main topic frame extracting part(110) extracts a main topic frame, which expresses a main topic selected by a user, from a sequential image frame. A synthesized image frame generator(120) extracts a core object, which embodies the main topic, from the main topic frame, and estimates a background object for the core object by using a frame which is temporally adjacent to the main topic frame, thereby generating a synthesized image frame by using the core object and the background object. A wide image frame generator(130) generates a wide image frame including the synthesized image frame and an image frame having the same information as that of the synthesized image frame. An output unit(150) outputs a desired area.
